Section 321 (De Minimis Customs Exclusion)

Section 321 is a US customs "de minimis" exclusion: shipments valued under $800 sent directly to an individual customer can enter the US without tariffs or customs duties. It's the mechanism behind Temu and Shein's direct-from-China pricing, and is increasingly used by DTC/Shopify brands that stock bulk inventory in Mexico or Canada warehouses, then ship individual sub-$800 orders across the border tariff-free — pairing cheap bulk storage with per-order duty avoidance.

This is distinct from Domestic Manufacturing & Sourcing as Tariff Insulation (avoiding tariffs by not importing at all); Section 321 instead structures the shipment itself to dodge duties while sourcing/importing continues as before.
